Threads of Prosperity: Navigating the Web of Textile Subsidies

India is one of the largest producers of cotton, silk and jute, having a 4% share of the global trade in textiles and apparel worldwide. As an integral part of the manufacturing landscape, the textile sector contributes significantly to GDP and serves as a catalyst for employment generation. The government recognizes the textile industry's strategic importance and provides business loan subsidy to encourage growth, innovation, and competitiveness.

This blog delves into the subsidies available to the textile industry, focusing on how Micro, Small, and Medium Enterprises (MSMEs) can leverage these incentives to foster growth and resilience.

Guide to MSME Subsidy Schemes in the Textile Industry

The textile industry is a cornerstone of economic development, weaving together the fabric of global trade and commerce. With its rich tapestry of opportunities, the textile industry holds immense potential for MSMEs. By capitalizing on the various subsidies on business loans and government support mechanisms, small and medium enterprises can survive and thrive in this dynamic sector.

As a thrust sector, textile businesses can take benefit under the Haryana Enterprise and Employment Policy, 2020 of 50% of Net SGST reimbursement for specific years, employment generation subsidy of INR 48,000/- per person per year for ten years for direct employment on payroll or contract with valid ESI/PF Number. It also includes an interest subsidy of 6% for Micro and Small Enterprises on term loans or a maximum of up to Rs.20.00 lakh per year for seven years. Haryana government also has a separate textile policy offering a Capital Investment subsidy of 35% up to a maximum of INR 3.5 Crore for all categories of textile enterprises and a maximum of INR 5 Crore for technical textile units. It also offers an interest subsidy of 7% or a maximum of up to INR 30 lakh in C block and INR 50 lakh per year in D block.

Uttar Pradesh offers a 35% capital Subsidy on the purchase of Plant and Machinery to units set up in Poorvanchal and Bundelkhand regions of the state and generating employment for up to a minimum of 50 persons. One can also avail the benefit of government subsidy on a business loan in the form of reimbursement of 60% of the annual interest paid by the unit on loan for the purchase of plant and machinery eligible under the TUFS/ATUFS Scheme for 07 years. The upper limit of this subsidy is INR 1.5 Crore per annum per unit.

The central government has also formulated various MSME subsidy schemes like the Production-Linked Incentive (PLI) Scheme for textiles, focusing on manmade fiber (MMF) apparel, MMF fabrics, and technical textiles to enhance India's manufacturing capabilities and exports. Integrated Development of Leather Sector Scheme provides financial assistance in the form of an investment grant to the extent of 30% of the cost of plant and machinery to MSMEs and 20% of the cost of Plant and Machinery to other units for technology upgradation/modernization or expansion and setting up a new unit subject to a ceiling of Rs.3 crore for each product line.
